Learning from the COVID-19 pandemic. What future lies ahead for countries, citizens and businesses in Europe?

The COVID-19 pandemic crisis has led governments to rethink the normal organization of their countries and territories due to a new need imposed by a major health crisis (changes in territorial industrial priorities as well as the revival of activities previously neglected by political bodies due to their usefulness in combating this crisis) (Marasova et al, 2020)[1], (Calvo E. ALpi D., 2018)[2],  (Kuryliak et al., 2017)[3]. Many countries have talked about a "war economy." This pandemic has proven the existence of a need for individual and collective adaption and anticipation skills to face tomorrow's crises. However, the stakes are extremely high. They involve civil society and all actors in both the public and private sectors. The recent trend towards redefining the boundaries of global production and ensuring greater autonomy with regard to Asia, may represent an opportunity to reposition the economic and industrial fabric.

 Covid-19 has spread very quickly throughout the world causing a staggering paralysis to the population and generating a major crisis to manage. For sure, this event has required citizens, businesses and territories to consider new and more or less adaptive scenarios. To recover from a crisis is to look to the future from different perspectives. This pandemic questions social cohesion, the mobilization of pre-established wealth and transforms the founding bonds of societies. Indeed we may well consider that the experience of the pandemic has altered the way these are organized. Many are the lessons learned from this situation. Lessons that are useful for the organization of the future. Such lessons include telework, the organization of daily outings, the communication of health information to the population, changes in business practices, the use of transport, the management of health services and health policies, the revision of policies for the production of health-related products, distance education and the evolution of educational practices.

Beyond the crisis created by COVID-19, which is a mere bifurcation point, societies will surely face other challenges in the 21st century, the management of which will be influenced by the way the COVID-19 crisis was managed. Hence it is pertinent to formulate multiple questions related to the problems of solidarity and health, the environment, demographics, networks, the digitization of society and the use of artificial intelligence as well as education...

On civil society:

In all European countries, the government has taken measures to support socio-economic measures, from helping workers, citizens in difficulty and businesses to limit unemployment due to the decline in economic activity. The capacity for solidarity among citizens has been strengthened by valuing mutual aid and closeness. Giving new meaning to what is done locally, homemade, returning to family cooking and helping neighbors has been valued by social media and public institutions. What roles should these activities play and how can they be included in socio-economic measures in the future?

We are witnessing the transformation of the role and structural forms of civil society. It would be interesting to study how civil society raises awareness of a problem, reflects on it and leads to the emergence of associated decision-making.

The street, associations and citizens are generators of new movements. Covid-19 is a revelation and a trigger for our ability to interact together and reinforces the coexistence of diverse actors in the public space.

Universities, major players in the training and professional integration of students, have adapted their know-how to the crisis. The student audience has also experienced these moments of connected isolation with questionable serenity. Will the future profile of students, training choices and study time investment resemble what was the norm before COVID-19?

Digital tools have imposed themselves and interfered with the daily lives of all. These moments of distance learning will contribute to the emphasis on unique skills that would be advantageous to identify and formalize.

On businesses:

The forced digitalization of organizations has put jobs and workplace organization into perspective and has impacted the way teams operate. Since telework has become predominantly recommended, regulations have been implemented to address its shortcomings and are still evolving. The management of remote teams now reveals the quality of existing relationships and new skills to be acquired. Today, the work-life balance needs to be discussed for tomorrow's recruitments as well as for the presentation of job offers. European companies are forced to reposition themselves on international value chains. These new balances raise questions about the return to industrial policies that globalization had erased.

On territories and countries:

During this crisis, Europe has noticed its dependence on single suppliers, often China or India. This event has led to a review of the production policies of health-related products. Strategic products with regard to the protection of populations, lead to a reflection on proximity (fast supply or "locally made" or Amazon-delivered products). Mobility and ecology now coexist in territorial reflections leading to the consideration of the need for maintaining or regaining a balance between health, the environment and growth.

Finally, what future do we envisage post-COVID-19? What will Europe learn from this crisis in order to organize the future of all intervening parties, companies and territories? What models emerge from this systemic crisis? Will the extension of emergency states call into question the rule of law in some countries leading to a reduction in the freedom of those same countries? What about the EU and the European Central Bank policies on the budget deficit of the Member States, as well as the mutualization of debt and respective interest rates?  Will the world of tomorrow be greatly influenced by the use of tools associated with the digital world? What will health policies and medical practices retain from these experiences?

Many are the questions that this crisis has brought to light, and which the submitted papers will endeavor to answer. This call for papers aims to generate results, explanations and predictive models in order to enable the management of other crises with best controlled practices. Presentations should involve cross-approaches and comparative analyses from an intercultural perspective. The aim is to be able to model lessons learned for future implementation.

 Full versions of standardized articles are expected no later than Tuesday 15 of June, 2021. Confirmation of acceptance by the International Scientific Committee of the symposium will be sent to the authors by mid-July 2021.

Organization and Instructions

Languages spoken: French and English.

Publication: All accepted contributions will be published in the proceedings of the symposium. Some theme-related contributions will be published in issue 26 of the journal "Management - Governance" published by the ERECO-PGV network and indexed to HAL and Google Scholar.

Abstract and Paper guidelines:

Abstracts should mention the surname, first names, research agency/body, postal and electronic addresses of the authors. An electronic version (Word format.doc) should be sent to Ghislaine Pellat and Tawfiq Rkibi[1] and another to the conference website. https://ereco-pgv.sciencesconf.org

Papers are then directly submitted and anonymously uploaded to the conference website (without the authors' names, without reference to the associated university and without elements of identification of the authors). At the same time, please send the original article (with authors’ identification, universities and electronic contact information), in Word format, to Ghislaine Pellat.

The paper should be 12-20 pages long, (between 18,000 and 30,000 characters), including abstracts, figures and bibliography.

Text requirements are: 1.5 space between lines, Times New Roman font, size 11.

All papers must include an abstract of up to half a page (750 words), translated into one of two languages: French if the author is French, English if he/she is English.

Papers may not include any attachments. All tables and figures should be inserted in the text and numbered. Notes are placed at the bottom of the page.

The reference list should be as follows:

- for journals, mention the author's first and last name, the year of publication, the title of the article in italics, the title and number of the journal and the number of the first and last page (e.g. Martin Claude (2007), l’entreprise est européenne résiste au modèle occidental, la revue des sciences de gestion, direction et gestion des entreprises, n°226-227 p17-28).

- For books, mention the surname and first name of the author or editor, the year of publication, the title of the book in italics, the place of publication and the publisher, number of pages. (e.g. Pod redakcja zofii mikolajczyk i clauda martin, (1995), blaski i ciene, wspolpracy firm polskich i francuskich, lodz, wydawnictwo uniwersytetu lodzkiego, number of pages).
